The price restrictions on prime steel items as above, has been withdrawn with
effect from 1.1.2000 vide notification no. 31 (RE-1999)/1997-2002 dated
1.11.1999. However, these restrictions shall apply to the extent specified in
the order passed by the Hon’ble High Court at Calcutta on 16.02.2000 in W.P. No.
12492(W) of 1999.



3. Import of seconds/defectives of steel items as mentioned at sl. No. 1 to 7 of
the notes at sl. No. 2 above, shall be allowed only through customs sea port at
Mumbai, Chennai and Kolkata. Import consignments of these items shall be
accompanied by a pre-shipment certificate regarding description material
quality, chemical analysis of the material, visual inspection, thickness and
width of the material and the ITC(HS) code no. from any of the inspection agency
as specified in Appendix 28 of the Handbook of Procedures, Vol. I.


Floor Prices for Defectives


Editor's Note: The Government issued two
notifications on 10.12.98 and 17.02.98 whereby seven item of prime as well as
defective quality steel were brought under floor price regime and minimum floor
prices announced were much higher to prevailing international prices of those
items at that time solely with the intent to promote/ protect the domestic
industry. This minimum floor price was for the purpose to levy customs duty as
minimum transaction value. However, import against advance licence falls outside
the floor price scheme.


Import of prime steel floor prices continued till 31.12.99 when these
withdraw by Notification No. 31[RE] dated 01.11.99. However, the floor Price
continues for seconds and defectives. The current values are given in the
licensing note (3) above.
