GENERAL NOTES FOR TEXTILES

(PRODUCT CODE : J)


1. Wherever Import of Man made Fiber, Fabrics, Lining, Inter-lining, Wadding is allowed, the type, specification etc. should conform both in import and export.
However, in the case of Polyester Staple Fiber, the import will be in any denier between 1 and 3. In case of import of Polyester Filament Yarn/ POY against
export of Fabrics, Saris, Made-ups made out of Polyester Filament Yarn either used wholly or in mixture with other Man-made Fiber/ Yarn, the following range
of Denier will be allowed:























Export Product   Range of Denier of Synthetic Filament (Flat) Yarn to be allowed for import  

 Range of Denier of Partially Oriented Yarn (POY) to be
allowed for import
Sarees, Dress Material   Upto 75 Dn.   Upto 120 Dn.
Suitings/ Shirtings   75 Dn. To 150 Dn.   115 Dn. to 245 Dn.
Heavy Suitings, Furnishing Fabrics, Upholstery etc.  
150 Dn. to 250 Dn.   215 Dn. to 450 Dn.

Similarly, in case of Synthetic Fibre, flexibility between 1 to 3 denierage will
be allowed.



2. In respect of garments, for which standardized norms do not provide Trimmings & embellishments as an item of import, or in cases where such norms have not
been standardised as yet and the licences are granted on adhoc/ individual basis by competent authority, the import of Trimmings & embellishments, as specified
hereunder, may be allowed to the extent of 5% of the CIF value within overall CIF value of the licence. In case, this value is not adequate for import of
items covered by the list of Trimmings and Embellishments or if any item not covered by the list is required, the same may be allowed by the Licensing
Authority on “Net to Net” basis and with Actual User Condition, which has to be accounted for.



3. Against export of readymade garments where the lining material has not been specifically permitted, the relevant lining materials may also be allowed on
'Net plus 5% wastage' basis.



4. While a licence can be issued covering different constituents of Raw Silk/Silk Yarn, the nexus in accordance with their constituents (i.e. Mulberry/
Dupion /Tussar/ Noil etc.) and the specified input-output ratio has to be maintained. For this purpose, the export obligation shall specifically mention
the total quantity content of each constituent of silk/other yarn in exports.



5. Wherever import of dyes is permitted, the same will be restricted to 12% of FOB value within the overall CIF value of the licence. Wherever, import of dyes and chemicals has been permitted, the same will be restricted to 14% of FOB value within the overall CIF value of the licence except in respect of J.28 where the same will be restricted to 16% of FOB value within the overall CIF value of the licence. For specialty textile products like Fire Retardant textile product as well as for Water, Oil and Stain repellant textile products, the same will be restricted to 26% of FOB value within the overall CIF value of the licence.”



6. Wherever import of Acrylic Fibre has been allowed, Acrylic Tow may also be allowed as an alternative of acrylic fibre with the same quantity. Further,
wherever import of Acrylic Tow has been allowed, acrylic fibre may also be allowed as an alternate input with the same quantity (i.e. quantity as indicated
for Acrylic Tow).



7. Wherever import of Polyester Filament Yarn is allowed, the same would cover Partially Oriented Yarn also but where only Partially Oriented Yarn is allowed,
Polyester Filament Yarn shall not be permitted.



8. Wherever item of import mentioned is "Filament Yarn", import of Flat or Texturised or Twisted or Crimped or Bright or Semi dull or full dull yarn will
also be allowed.



9. Wherever synthetic waste is allowed, the same will cover:



(i) Synthetic Ring Yarn hard waste.



(ii) Blended ring spun yarn hard waste.



(iii) Entangled filament tows (drawn).



10. Wherever Scoured Wool is allowed for import the same would mean “clean wool”. However, import of Greasy wool (un cleaned Wool) is also allowed and in
that case the weight of clean Wool (Scoured Wool) as per the test certificate of the foreign supplier will be taken into account for the purpose of computation
of value/ quantity.



11. Wherever import of dyes has been allowed, the same would mean dyes of 100% strength. (Assay)



12. Wherever Plastic/ Paper Cone is required, the same will be allowed on Net to Net basis.



13. Wherever Cotton Yarn/ Fabric is allowed for import, the same would mean Grey Cotton Yarn/ Fabric, unless specifically mentioned otherwise.



14. Licences issued as per the norms at Sl. Nos. J270 to J296 shall be with “Actual User” Condition and materials imported there against even after the
fulfillment of the stipulated export obligation shall not be transferred and the same shall be utilised only for further export production. Custom would accept
certification of licensing authority to the effect that input output norms have been met and would not link clearance of export cargo with the measurement norms
of garment being exported. Items allowed in the norms covered by Sl. Nos. J270
to J296 are for fabrics other than Silk Fabrics.



15. In case of Fabric, Flexibility upto +- 10% in GSM in import/export shall be allowed.”



16. While granting Advance Authorization/Advance Authorization for Annual Requirement, the applicant must furnish the specific names of made-ups, their
specification, sizes and Qty. in Nos.



17. Under Para 4.7 of the Handbook of Procedures (Vol.1), it is essential to justify the requirement of fabric by giving specific sizes with quantity of
export products, calculation sheets, CAD-CAM/LAY MARKER.



18. It is clarified that in SIONs where import of relevant fabric is permitted in terms of square meters per unit of an export product, average wastage in the
manufacturing process is already inbuilt in the said import quantity.



19. It is further clarified that in SIONs, where import of relevant fabric is permitted in terms of square meters per unit of an export product, the import
quantity of the relevant fabric is to be limited by R.A. concerned to {(1.20XActual Utilization in Square Meters) +/-5%)} or quantity permitted in
SION, whichever is lower. In cases where the wastage for specific designs/patterns/styles is more than 25%, the exporter may submit specific proof
of such higher wastage.



Actual utilization in square meters can be calculated from GSM declared on shipping bill and Net weight of export consignment using the formula Square
Meter = Net Weight X 1000/GSM.

This shall also be applied in case of grant of DFIA benefits.



20. Advance Authorization for export of Cotton Bed Linen, Bed Covers, Bed Sets, Pillow Covers, Cushion Covers under (SION at S.Nos. J-1, J-28, J-30, J-40, J-49,
J-73, J-91, J-108, J-109, J-119, J-123, J-129, J-312, J-314, J-316 & J-347) Shall not be permitted under the generic entries for export of made-ups.

  2.  Collar staus, collar pathies, butterfly, shoulder pads and other garment stays including plastic stays.


  3.  Paper Patterns/ Plastic patterns.


  4.  Polyester button blanks, Polyester buttons, Pearl buttons, Plastic buttons, Chalk buttons, Horn buttons, Metal buttons.


  5.  Labels including woven, printed stickers, stone stickers, self adhesive metal labels, rubberised labels & woven tapes.


  6.  Studs.


  7. Tags and tag gun needles.


  8.  Vapoprint transfer papers.


  9.  Thermoplastic transfer papers.


  10.  Fusible embroidery motifs or prints.


  11. Elastic cloth in running length.


  12.  Laces.


  13.  Sewing thread including all types of embroidery threads.


  14. Elastic tape and webbing (including heat resisting rubber tape) and hook
    tapes.


  15. Polywadding.


  16.  Buttons.


  17.  All types of fastners including snap fastners, press fastners and zip fastners.


  18.  Badges including embroidered badges.


  19.  Elastic bands.


  20.  Stones, sequins and beads required for embroidery.


  21.  Quilted Wadding.


  22.  Inlay cards, eyelets, revets, eyes, toggles, Velcro tape, cord and cord
    stopper.
