Subject: Dumping duty on carbon black from 4 countries

 New Delhi, Jan. 31 The Finance Ministry has imposed definitive anti-dumping duty on imports of certain carbon black from Australia, China, Thailand and Russia.

The definitive duty would be applicable only on carbon black used in rubber applications. Thermal black and carbon black grades meant for semi-conductive compound applications were not covered under the anti-dumping probe.

The Revenue Department move to levy definitive anti-dumping duty follows Commerce Ministry's recommendation in this regard in late December last year. Carbon black is an important raw material used in manufacture of tyres.

The Association of Carbon Black Manufacturers, Kolkata had filed the petition seeking levy of anti-dumping on carbon black imports.

The definitive anti-dumping duty levied by the Revenue Department ranged from $0.084 per kg to $0.423 per kg for producers/exporters from Australia, China, Thailand and Russia.

This duty will be levied for period of five years from July 30, 2009, which was the date of imposition of provisional anti-dumping duty.

Industry sources said that the definitive anti-dumping duty on carbon black will eat into the profit margins of domestic tyre makers, but may not be a good enough reason for further hike in prices of tyres.

There is some disappointment among consumers that the domestic tyre manufacturers had not passed on the entire benefit of fiscal stimulus given by the Government in the wake of the global financial meltdown.
