​While the government has made it clear that it will not allow FDI in B2C e-commerce and that online players will have to face consequences if they circumvent rules, what's keeping the commerce ministry busy at this point is the large number of anti dumping cases under review.

JK Dadoo, the additional secretary and DG anti-dumping, ministry of commerce, says they are handling atleast 100 cases of anti dumping every year.

He further adds: "Our domestic industry is very vigilant because they realise that dumping is taking place from four different countries in a very big way - China, Korea, Taiwan and Hong Kong. Therefore, the domestic industry files an application, almost one application every week," he told CNBC-TV18.

India is also preoccupied with handling a large number of such investigations and giving relief to the domestic industry wherever it is proved that dumping is taking place and consequential injury is taking place, he says.

According to Dadoo, the safeguard rules are very simple. "The process of investigation takes about three to four months. We can impose a safeguard duty immediately. So this measure was not a very frequently used  instrument earlier. But now we find more often that the domestic industry is plying under this measure and safeguard duties are getting imposed more and more."
