India is considering various measures, including strict surveillance of grey market deals and restriction on the import of devices without proper code. This will minimize revenue loss to the exchequer due to rise in the import of unbranded Chinese mobile phones but also poses a security threat, say reports.

As per one estimate, the import of unbranded Chinese mobile phones in 2009-2010 was valued at Rs.4,200 crore. This results in huge revenue loss to the government in terms of non-payment of Value Added Tax (VAT), Octroi and entry tax.

Confirming the government's view, senior officials in the Department of Telecom (DoT) reportedly said a grim scenario loomed over the mobile industry with the intrusion of low-cost Chinese imports.
