Indian Process Plant Makers Welcome DGAD Finding On AD duty On Stainless Steel |
The engineering equipment manufacturing companies who export process plants from India have welcomed the final findings of the Directorate General of Anti Dumping and Allied Duties under the ministry of commerce against an application filed by JSL Limited seeking a new mid term review on the earlier imposed Anti dumping duty on cold rolled products originating from European Union, South Korea, Taiwan, USA, China and South Africa.
Process Plant & Machinery Association of India vide a release said that “The cold rolled stainless steel products being imported with widths between 600mm and 1250 mm were attracting anti dumping duties imposed by the Directorate General of Anti Dumping and Allied Duties on application filed by JSL. The products above this were exempted from duty as they are not being manufactured in India.”
The release added that “The JSL had filed a mid term review asking DGAD to put a tolerance of plus 50 mm on widths which meant seeking anti dumping duty on products up to 1300mm width . The DGAD after extensive discussions with importers has rejected the JSL plea as their demand was not in line with the global standards of Tolerance. The authority has finally ruled that for the sheets and coils in trim edge (Being used by engineering industry in India and worldwide), the tolerance applicable will be +4mm only as against Jindal’s demand of 50mm. The public document of DGAD states that Jindals did not disclose the internal standards of 50mm as confidential.”
Mr VP Ramachandran secretary of Process Plant Machinery Association of India said “We welcome the decision of DGAD since JSL had filed an application on misleading facts. Since JSL have informed the DGAD in writing that they cannot make products as per global tolerance standards, the critical segment of end users of specific grade and size stainless steel including oil and gas, desalination, heavy equipment manufacturers, nuclear power, automotive, stainless steel pipe, infrastructure and petrochemical industry need products of global standards only and also wider sheets not manufactured by JSL.”
Mr PV Sundaram VP of GEI Industries Ltd said “Unfortunately the specific required dimensions of above 1250mm width in all grades of stainless steel are required for design safety, quality and these dimensions are not available in the domestic market nor manufactured by the complainant JSL. The manufacturer and end users have been sourcing the stainless steel Hot and cold rolled products from global manufacturers including Outokumpu, ArcelorMittal and Acerinox since many years to compete in the global markets.”
Mr Anil Agrawal an office bearer of All India Stainless Steel Industries Association said “DGAD had initiated mid term investigations on behest of Jindals once again based on illogical submission by Jindals. The 1250mm width material has tolerance levels of maximum 5mm but Jindals advised and misled DGAD to impose 50mm as the tolerance to suffocate the stainless wares export industry. This tolerance may be a local Jindal Haryana standard but surely not an international standard.”
