Regarding Wearing Uniform by the Staff and Officers posted at the Airport

Circular No. 48 dated 31st August 2001

The Parliamentary Standing Committee on Transport and Tourism in Their Fortieth Report presented to Rajya Sabha have made certain suggestions in regard to wearing of uniforms by the officers at the Airports. An extract of the Report is enclosed for perusal. The Committee has recommended that in respect of identity badges, the names of the official should be embroidered in big letters on the uniform itself and that the identity cards should be displayed on the uniform.

2.      The matter has been examined by the Board and it has been decided to accept the recommendations of the Parliamentary Standing Committee. Therefore, suitable instructions may kindly be issued to all concerned to ensure that all officers and staffs of Customs posted at the Airports (except for Preventive/ Air Intelligence Unit staff) must wear the stipulated uniform.

3.      The name of the officer may also be embroidered in big letters on the uniform and officials may be directed to display their identity cards on their uniform at all time.

Kindly acknowledge receipt.

EXTRACT OF THE REPORT

WEARING OF UNIFORM BY THE STAFF AT AIRPORTS

16.    It has come to the notice of the Committee that officials working at the airports come on duty without their uniforms, which causes a lot of inconvenience to the passengers with respect to their identification. The Committee was further informed by the Ministry of Home Affairs that the immigration officers are being paid uniform allowance @ Rs. 750/-p.m. However, since this rate is very less they have requested the Ministry of Finance for enhancement of this amount from Rs. 750/- to Rs. 2900/- per month but the Ministry of Finance has rejected their proposal.

17.    The Committee feels that the uniform of the officials show discipline of any organisation. However, it is also of the view that the uniforms allowance, which is at present being paid, is very meagre and needs enhancement.

18.    The Committee, therefore, recommends that the Ministry of Home Affairs should take up this matter with the Ministry of Finance for reconsideration of their proposal relating to increase in uniform allowance. If further recommends that uniform should be provided to each of them and it should be made compulsory to wear. It is also recommended that instead of identity badges, the names of the officials should be embroidered, in big letters, on the uniforms of the officials. They should also be directed to display the identity card on their uniform, which not only gives an impressive look but also helps one to recognize them easily in case of need.
