Subject: Dumping duty mooted on cold rolled flat stainless steel imports
The Commerce Ministry has recommended imposition of preliminary anti-dumping duty on cold rolled flat products of stainless steel (SS) from a clutch of countries that exports such products inexpensively to India.

In response to a petition filed by Jindal Stainless Steel Ltd against dumping of coldrolled flat products of SS being exported from China, Japan, South Korea, the European Union (EU), South Africa, Taiwan (Chinese Taipei) and the US, the Designated Authority in the Commerce Ministry conducted a preliminary probe to establish that the product has been exported from the subject countries below its normal value, causing material injury to domestic industry.

DE MINIMIS

It held that the imports of goods from sources other than these seven origins were de minimis during the period of investigation.

Only the imports from these origins were being shipped at dumped prices and above the de minimis limits. It found that the imports from these in absolute terms had increased 130 per cent over the injury investigation span.

The imports from these seven countries in comparison to total imports increased from 91 per cent in the base year to 96 per cent in the period of probe.

The Authority also found that market share of the domestic industry as well as total domestic sales had come down by four per cent and six per cent respectively during the period.

In the case of exporters from the EU, other than Spain, Belgium or France, the recommended anti-dumping duty for cold-rolled flats products of SS in 200 series is $1,144.95 a tonne, $1,553.17 a tonne for 300 series and $534.79 a tonne for 400 series.

S. KOREA

In the case of South Korean steel major Posco's exporter Posteel, the anti-dumping duty is $102.41 a tonne for 400 series and its other exporter Samsung C&T Corporation, the duty is $96.70 a tonne for 400 series.

For Hyundai Corporation, it is $171.37 a tonne for 400 series, for SK Networks it is $235.02 a tonne for 400 series, for LG Intl, it is $74.87 a tonne for 400 series, for Daewoo Intl Corporation, it is $163 a tonne for 400 series. For other than Posco's exporters, it is $1,031.36 a tonne for 200 series, $1,455.63 a tonne for 300 series and $874.69 a tonne for 400 series.

In the case of Chinese Taipei, for the exporter Yieh Mau Corporation, it is $363.90 a tonne for 300 series and $285.73 a tonne for 400 series and for others from Taiwan, it is $1,402.64 a tonne for 200 series, $2,011 a tonne for 300 series and $1,591 a tonne for 400 series.

CHINA

For exporters from China, it is $860 a tonne for 300 series and $90 a tonne for 400 series in the case of Lianzhong Stainless Steel Corporation and for Shanxi Taigang Stainless Steel Co Ltd (STSS), the duty is $505.17 a tonne for 300 series and $154.80 a tonne for 400 series.

All other exporters from China have to fork out $998.55 a tonne for 200 series, $1,823.43 a tonne for 300 series and $1,590 a tonne for 400 series.

THAILAND

In the case of Thailand, it is $241.25 a tonne for 300 series and $377.71 a tonne for 400 series in the case of Thainox Stainless Public Co Ltd, while other Thai exporters have to fork out $1,067.65 a tonne for 200 series and $1,373 a tonne for 300 series and $768.10 a tonne for 400 series.

For exporters from the US, the duty is $1,325.65 a tonne for 200 series, $1,467.75 a tonne for 300 series and $1,584 a tonne for 400 series. For exporters from Japan, the anti-dumping duty is $780 a tonne for 200 series, $1,388.15 a tonne for 300 series and $368.10 a tonne for 400 series.

Spain

In the case of Spain and also for the Spanish product exported from Malaysia, it is $550.23 per a tonne for 300 series and $12.74 per a tonne for 400 series being exported by Acrinox.

For the Belgium and French products of cold-rolled flat products of SS exported by Arcelor Mittal, the duty is $1,042.70 per a tonne for 300 series and $775 a tonne for 400 series.

Columbus

In the case of South African exporter Columbus, the duty is $710.27 for 300 series and $585.44 per a tonne for 400 series and this level of duty is the same to Spanish exporter Acrinox routing its consignments through South Africa. For other exporters from South Africa other than Columbus, it is $1,368.25 per a tonne for 300 series and $1,207.61 per a tonne for 400 series.
