1. Export will be allowed subject to submission of following documents to Customs at the time of export:
(i) A license to carry on the business of a dealer in seeds issued under Section 3 of the Seed Control Order (1983) from the State Government; and
(ii) Declaration that the export consignment of seeds has been chemically treated and is not fit for human consumption; and

2. Export packets will be labeled that seeds are treated with chemical insecticides and cannot be used for food or feed purposes.

Free a) Exports allowed subject to registration of contracts with the APEDA , New Delhi

b) Exports of empty printed gunny bags with Markings indicating the product being Indian Basmati Rice, in whatever manner, are not permitted except when exported alongwith the consignments of Basmati Rice, in which cases also, the same shall not exceed 2% of the total number of filled gunny bags of Basmati Rice being exported

c) In case of unbagged Indian Basmati Rice being exported in bulk or in bags of 50 Kgs or above, the exports of empty printed gunny bags with Markings indicating the product being Indian Basmati Rice, in whatever manner, shall also be permitted to the extent of actual requirements considering the total quantity of the consignment and the sizes of the empty bags being exported.

d) Exports to European Union permitted subject to preshipment quality inspection as may be specified by the Government through a notification.

e) Grain of rice to be exported shall be more than 7 mm of length and ratio of length to breadth of the grain shall be more than 3.6;

f) Export of Basmati Rice will be restricted through the following six ports only :

(i) Kandla
(ii) Kakinada
(iii) Kolkata
(iv) JNPT, Mumbai (as approved vide Notification No.82 dated 5.3.08.
(v) Mundra, and
(vi) Pipavav
(as approved vide Notification No.84 dated 17.3.08).

g) Exports to Russian Federation permitted subject to pre-shipment quality certification issued by

(1) Insecticide Residue Testing Laboratory.
(2) Geo-Chem Laboratories Pvt. Ltd.
(3) Reliable Analytical Laboratory
(4) Arbro Pharmaceuticals Ltd.
(5) Shri Ram Institute for Industrial Research, Delhi
(6) Shri Ram Institute for Industrial Research, Branch Office Bangalore
(7) Delhi Test House; and
(8) Vimta Labs.
or any other agency as may be notified from time to time.” (Notification No. 109 dtd 09.06.09)

h) Export permitted only if the Minimum Export Price (MEP) is US $ 1100 per ton FOB or Rs. 49500/-per ton (Notification No. 83 dtd 27.01.09
Note 1. The prohibition shall remain in force till further orders.

Note 2. The above prohibition in respect of export of Non Basmati Rice will not be applicable to exports undertaken as under:

2.1 Food aid programmes. (Notification No. 38 dated 15.10.2007)

2.2 Exports of rice to Maldives under bilateral Trade Agreement between Government of India and Government of Maldives are exempted from above restrictions. (added by notification no. 42,dated 23.10.2007)

2.3 Export of 1,000 MT of rice to Republic of Mauritius through STC. (added by notification no.58,dated 26.11.2007)

2.4 Export of 9,000 MT of rice to Republic of Mauritius through MMTC. (added by notification no.73,dated 24.1.2008)

2.5 Export of 50,000 MT of rice to Peoples Republic of Bangladesh ( added by notification no.60, dated 06.12.2007)

2.6 Export of 1010 MT of rice by Government of West Bengal as a relief material to Peoples Republic of Bangladesh ( notification no.78, dated 18.2.2008)

2.7 Export of 50,000 MT of rice by WBECSC to Peoples Republic of Bangladesh ( added by notification no.80 dated 18.02.2008)

2.8 Export of 50,000 MT of rice by WBECSC and 1.0 lakh MT each by STC, MMTC, PEC and NAFED to Peoples Republic of Bangladesh (notification no.81, dated 29.2.2008)

2.9 Export of 50,000 MT of rice to Madagascer through STC. (notification no.73, dated 24.1.2008)

2.10 Export of 25,000 MT of rice to Comoros through MMTC (notification no.73, dated 24.1.2008)

2.11 Export of 40,000 MT of rice to Republic of Sierra Leone through PEC (notification no.88, dated 26.3.2008)

2.12 Export of 5,000 MT of rice to Bhutan(notification no.9, dated 15.5.2008)

2.13 Export of 15,000 MT of rice each to Nigeria, Senegal, Ghana, and 10,000 MTs to Cameraon through STC (notification no.48, dated 13.10.2008)

2.14 Export of 12,500 MT of rice each by 100% EOUs namely, M/s. Venkatachalapathi Modern Rice Mills, Pondicherry and M/s. Bharath Exporters, Hyderabad (notification no.59, dated 18.11.2008)

2.15 Export of 10.00 Lakh MTs of rice to 21 African Countries ( notification no.104, dated 6.5.2009 as amended by Notification No. 114 dated 18.6.2009)

3. The ban/restriction now imposed shall be applicable from midnight of 31.3.2008.

4. Transitional arrangements allowed under Para 1.5 of the Foreign Trade Policy, 2004-2009, shall, in public interest, not be applicable to the ban and restriction imposed above. However, Para 9.12 of Handbook of Procedures, Vol-1, 2004-2009, shall be applicable.
