JAIPUR: The draft industrial policy, circulated among various departments for suggestions and feedback, has set sights on ushering in Industry 4.0 while creating a framework for offering competitive fiscal incentives to make Rajasthan attractive location in the country for investors.
The industry department, which has set July 1, 2019 deadline for rolling out the policy, seeks to develop industrial parks on public private partnership (PPP) mode. As per the draft policy, parks on PPP mode will include both models of ‘private land-RIICO investment’ and ‘RIICO land-private investment’. The department will also formulate an incentive scheme for private industrial parks. Besides, a provision has been made for allotment of industrial land on short-term lease basis, not the traditional 99-year lease.
In line with the Congress government’s manifesto, the draft policy has given priority to balanced regional industrial development. It talks of district level plans to map the industrial potential and creating business facilitation centres (BFCs) for investment promotion, employment generation, and ease of doing business.
“The effort of the government is to undertake inclusive industrial development through utilizing strengths and competitive advantages of each area and take them to next level of industrialization through requisite infrastructure, skills, schemes, and incentives,” said Subodh Agarwal, additional chief secretary, industries department.
The government is keen to bring about Industry 4.0 revolution that focuses on automation , data exchange in manufacturing technologies, cyber-physical systems, Internet of things, cloud and cognitive computing . Food processing has become another priority sector for the government as it wants to help farmers get right price for their produce. Couple of years ago, some farmers in Baran and Kota had committed suicide as their crops failed to fetch the minimum price they expected.
For enhancing exports, Rajasthan Export Promotion Council (REPC), an autonomous body of exporters, will be set up to create a mechanism of facilitation for providing policy and regulatory inputs, and addressing issues and challenges. Besides, an export promotion cell will be constituted in the industries department.
The draft policy seeks to attract electric vehicle manufacturers into the state and mentions of setting up a research and manufacturing zone. “A dedicated policy for Electric Vehicles (EVs) will be formulated to provide impetus to develop this sector,” says the draft.
While a dedicated cluster has been proposed for diamond industry, a special notified zone will be developed at Jaipur for consignment of rough gemstone, as per the draft.
