State policy backs third industry hub in Gurgaon |
GURGAON: The Haryana government has proposed a third industrial area in Gurgaon after Udyog Vihar and Manesar, an over 1,000-acre estate named 'Global City' that has been conceived as a joint venture between the Haryana State Industries and Infrastructure Development Corporation (HSIIDC) and the Delhi Mumbai Industrial Corridor (DMIC).
The Draft Industrial Policy 2015, released on Wednesday, also claims dedicated 220KV level high capacity substations will be built for every industrial estate.
"Gurgaon is one of the highlights of Haryana's industrial boom and a project like Global City will be positioned as one of the earliest 'Greenfield Smart City' projects in the country. It will have a catalytic impact on economic growth and skilled employment generation," said HSIIDC managing director Vineet Garg.
TOI had reported earlier that the Global City project would come up at Garhi Harsaru village on land that was originally acquired by the state and given to Mukesh Ambani's Reliance Industries to develop the India's biggest SEZ. Reliance decided to hand the land back to the state as the project did not materialize.
The draft policy envisages festive and leisure complexes like exhibition and convention centres, high-value innovation and knowledge industries, and a central business hub apart from a township.
Garg said that only after the final industrial policy is notified that a detailed project report for Global City will be prepared. "We have asked US-based consultancy firm AECOM to carry out a pre-feasibility study and prepare a master plan for the project. The setting up of the project will take about three years," he said.
Industries in Gurgaon welcomed the policy but were sceptical of how successfully HSIIDC would be able to implement it.
"There is nothing of consequence in the policy. The draft policy as we understand will not bring any change and shall only remain a document of flowery language. HSIIDC's regime of permissions and harassment continues as it did," said SK Ahuja, secretary of Gurgaon Chamber of Commerce and Industry.
Manmohan Gaind, president of Manesar Industries Welfare Association, said the decision to have exclusive power substations for each industrial estate was a good one. "Though the policy document has great vision, if it does not get implemented, it is a bad policy," he said.
