Note 2 - Non Tariff Barriers (NTBs)
2A* Prohibitions under Section 11 of Customs Act, 1962
1. Monkeys from the yellow fever endemic areas specified in the Schedule below, or monkey from non-endemic areas unless covered by a certificate issued by the Government authorities of the country of shipment to the effect that the monkeys have not been in the endemic areas within thirty-one days immediately preceding shipment.
Schedule: Continent of Africa: Angola, Botswana, Burundi, Cameroon, Central African Republic, Chad, Congo(Brassaville), Congo (Democratic Republic), Dahomey, Equatorial Guinea, Ethopia, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Malawi, Mali, Mauritania, Niger, Nigeria, Portuguese, Guinea, Rwanda, Sao Tome and Principe, Senegal, Sierra, Leone, Somalia, Sudan, (South of 150 N), Toga, Uganda, United Republic of Tanzania, Upper Evolta, Zambia.
Continent of America: Bolvia, Brazil, British Honduras, Canal Zone, Colombia, Costa Rica, Ecuador, French Guinea, Guatemala, Guyana, Honduras, Nicaragua, Panama, Peru, Surinam, Trinidad and Tobago, Venezuela.
Prohibition: Import Prohibited: (Ref. Notification 117 dated 09.08.1969)
2. Bees and Silkworms
Prohibition: Bringing into India save where they are accompanied by:-
(a) a special permit in accordance with the form set forth in the Schedule hereto annexed authorising such importation issued by the Central Government or by an officer authorised by the Central Government on their behalf; and
(b) a certificate of freedom from disease granted by an entomologist of the Government of the country of origin.

2C Fowl Plague - Prohibition on Import of Birds and Bird Procedures
Prohibition on Import of Live Stock and Live stock Products
[Old -Notification 43(RE) In exercise of powers conferred by Section 5 of the Foreign Trade 06.08.2004 (Development and Regulation) Act 1992, (No. 22 of 1992) read with paragraph 2.1 of the Export and Import Policy 2002-07, as amended from time to time., the Central Government hereby amends the ITC(HS) Classifications of Export and Import items 2002-2007 shall be amended to read as under :-
1. Condition 16 of Chapter I A (General Notes to Import Policy) of ITC(HS) Classification of Export and Import items 2002-2007 shall be amended to read as under :
16. Import into India of the following livestock and livestock products shall be prohibited from all countries in view of the reported outbreak of Highly Pathogenic Avian Influenza (Fowl Plague):
i) domestic and wild birds including the captive birds (excluding poultry);
ii) unprocessed meat and meat products from Avian species including wild birds (except poultry);
iii) semen of domestic and wild birds.
Further, the Central government hereby prohibits also the import into India from the countries reporting the outbreak of Highly Pathogenic Avian Influenza (Fowl Plague), the following livestock and livestock products, namely :
i) Live poultry;
ii) day old chicks, ducks, turkey and other newly hatched avian species;
iii) meat and meat product from Avian species including wild birds;
iv) hatching eggs;
v) eggs and egg products;
vi) feathers;
vii) live pig and pig meat products;
viii) pathological material and biological products from birds;
ix) product of animal origin (from birds) intended for use in animal feeding or for agriculture or industrial use.
2. The prohibition shall be in force for a period of six months from the date of publication of this notification or till such time it is modified or withdrawn, whichever is earlier.
