Policy Circular No. 38 dated 12^th October 1999

Attention is invited to Policy Circular No.20 dated 13.7.99 and Policy Circular No.27 dated 13.8.99 read with Notification No.28 dated 23.9.99 on the above subject.

2.     In partial modification of Para-2 of the Circular dated 13.8.99 it has been further decided to exclude TRIFED as a canalising agency for export of Niger Seed to USA. The modified Para will now read as under:

"2(1) Exports of Niger Seeds to destinations other than USA. The TRIFED may designate, the National Agricultural Co-operative Marketing Federation of India (NAFED), the National Dairy Development Board (NDDB), the Madhya Pradesh State Co-operatives Oil seeds Growers Federation, the Karnataka State Agricultural Produce Processing and Export Corporation and Bihar and Andhra Pradesh Government nominated agencies as their Associate Shippers

2(2) Exports of Niger Seeds to USA NAFED, NDDB, the Madhya Pradesh State Co-operative Oil seeds Growers Federation Ltd. the Karnataka State Agricultural Produce Processing and Export Corporation and Bihar and Andhra Pradesh Government nominated agencies may undertake exports directly or may register qualified exporters to whom permits may be granted for undertaking export of Niger seed."

Further in partial modification of Circular dated 13.7.99 the following conditions are amended as below:

In clause 5 & 6 of the Circular the following is added:

"There will be no sharing for exports to USA."

In clause 7 of the Circular the figure and sign "2.5% will be read as "5%".

The other terms and conditions of the previous circulars dated 13.7.99 and 13.8.99 referred to above will remain unchanged.
