Issue of Advance Licences for import of Natural Rubber
SALC Circular No. 7 dated 24th October 2000 - (As Per List in Appendix 27 of Handbook of Procedures)
Attention of all Licensing Authorities is invited to SALC Circular No. 8/98-99 dated 20th February, 1999 and SALC Circular No. 11/98-99 dated 18th March, 1999 vide which the direct import of natural rubber against Advance Licences was disallowed and wherein it was laid down that holders of advance licences with natural rubber as one of the inputs shall procure their requirement of natural rubber from State Trading Corporation of India Ltd. only. Attention of all licensing authorities is also invited to the SALC Circular No. 2/2000-2001 dated 22nd May, 2000 whereby it was decided to exempt natural rubber latex from the purview of above referred circulars thus permitting procurement of Natural Rubber Latex from other sources also, including direct import.

The matter has now been reviewed and in the light of new indent-based procedure adopted by M/s State Trading Corporation Ltd. of India for procurement and supply of natural rubber it has been decided to with draw the SALC Circular No. 2/2000-2001 dated 22nd May, 2000 with immediate effect.

Consequently holders of advance licences with natural rubber- all kinds, as one of the inputs, shall be required to procure the same from M/s State Trading Corporation Ltd. of India only as laid down under SALC Circular No. 8/98-99 dated 20th February, 1999 and SALC Circular No. 11/98-99 dated 18th March, 1999.
- This issues with the approval of Director General of Foreign Trade.
