It has been brought to the notice of the Board that
many times the instructions/ clarification issued by the Board are not received
by the field formations. A number of complaints have also been received in this
regard.
2. All Sections in
the Customs, Drawback and Anti-Smuggling Wings are therefore, once again
requested to send their instructions/ clarifications regularly to all Chief
Commissioner of Customs/ Comm. of Cus/ Commissioner of Customs (Prev), Mumbai/
Central Excise and Customs Goa and all officers and Sections of the Customs Wing
of the Board.
3. It is again
reiterated all circulars/ instructions orders on customs matter to field
formations which are of a general nature whether in the form or letter/ circular
or instruction should be issued only after obtaining running serial number from
the Customs -III Section and two copies of such instructions/ circulars will be
made available to Customs-III Section for record. These can be sent to the
Customs House which has not received the said instruction/ circular and whenever
any other formation or section of Board requires it.
