Regarding movement of export cargo from one part to another by rail

A reference has been received
from the Container Corporation of India (CONCOR) requesting the Board to allow
movement of export cargo by rail from one port to another. It has been stated
that the proposed facility will increase competition among the various modes of
transport, which in turn, will reduce transaction cost for exports.
2. The matter has
been examined. It has been decided to allow movement of export cargo after its
clearance at the originating port by rail to another port for export therefrom.
The procedure for such movement will be similar to that being followed for
movement of export cargo from ICDs to gateway ports. Thus, under the proposed
facility, all the documentation relating to Customs clearance of export goods
and examination etc. will take place at the originating port. After clearance,
cargo will be stuffed and sealed in containers in the presence of Customs. The
drawback and other import incentives are to be paid/credited at the originating
port. The documentation for movement of cargo from one port to another by rail
will be same as is being undertaken in case of movement of cargo from ICDs/ CFSs
to gateway ports.
3. Difficulties, if
any, in implementation of these instructions, may be brought to the notice of
the Board. Kindly acknowledge receipt of this Circular.
